Which parts of H&F do we cover?

The whole borough, from Old Oak and White City in the north, through Shepherd’s Bush, Hammersmith and West Kensington, to Fulham, Parsons Green and Sands End on the river.

Town centres. Shepherd’s Bush is a Metropolitan centre, and the London Plan sees potential for it to become an International centre, the tier of the West End and Knightsbridge. Hammersmith and Fulham are Major centres (London Plan). Hammersmith town centre and Fulham each have a Business Improvement District (H&F Council).

Three Opportunity Areas (London Plan):

• White City, with capacity for 7,000 homes and 2,000 jobs. Imperial College’s White City Campus covers 23 acres, with more labs and offices planned, and Imperial is building homes for staff and key workers, student accommodation and rental homes there (Imperial).
• Earls Court and West Kensington, shared with Kensington and Chelsea. The current plans could deliver around 4,000 homes across both boroughs, up to 2,500 of them in H&F, on 10 hectares here that include former exhibition centre land and the Lillie Bridge rail depot (H&F Council).
• Old Oak, part of the Old Oak and Park Royal area shared with Brent and Ealing. HS2’s Old Oak Common station is under construction, with links to the Elizabeth line, Great Western and Heathrow Express (HS2), and the London Plan sees a new Major town centre, Old Oak High Street, growing there.

Hospitals and venues. Imperial College Healthcare NHS Trust runs Charing Cross, Hammersmith and Queen Charlotte’s & Chelsea hospitals (Imperial College Healthcare). Olympia’s exhibition halls are in West Kensington, and the borough is home to Chelsea, Fulham and Queens Park Rangers (H&F Council).

What needs guarding in Hammersmith and Fulham?

Big, phased building sites. H&F says “a complex construction process is anticipated” at Earls Court, built zone by zone and plot by plot over 15 to 20 years. Since the exhibition centre buildings came down in 2015, parts of the empty land have had temporary meanwhile uses (H&F Council). For any site built in phases, construction site security can run each gate and guard each plot out of hours, and traffic marshals can keep deliveries and pedestrians apart at gates on busy roads such as North End Road and West Cromwell Road.

Offices. The London Plan marks Hammersmith as a centre for new speculative offices, and the Earls Court plans include office and research space alongside the homes. What affects security planning in Hammersmith and Fulham?

• Match days. With three clubs in the borough, check the fixtures before you schedule deliveries or officers’ handovers near a ground.
• Hammersmith Bridge. It has been shut to motor traffic since April 2019 (GOV.UK). The main carriageway reopened to people walking, cycling and using wheelchairs or e-scooters in April 2025, while H&F and the Department for Transport consider its long-term future (H&F Council). Vehicles crossing to or from Barnes go another way.
• The Boat Race. The course passes under Hammersmith Bridge (The Boat Race), so riverside premises from Fulham to Hammersmith should plan around race day.
• Late nights. The London Plan rates the night-time economies of Shepherd’s Bush, Hammersmith and Fulham as regionally significant. A pub, bar or club’s door team needs SIA door supervisor licences (SIA).
