Which parts of Newham do we cover?

All of it, between the River Lea, the River Roding and the Thames. The borough has several very different kinds of place.

• Stratford is a Metropolitan centre in the London Plan, which sees it as a possible future International centre and a future reserve location for central London’s offices. The original town centre, around the Broadway, the High Street and Romford Road, has its own Business Improvement District, Stratford Original, whose team includes street ambassadors.
• The Queen Elizabeth Olympic Park has London Stadium and East Bank, a new quarter for culture and education. East Bank brings together UCL East, London College of Fashion, UAL, Sadler’s Wells East with its 550-seat theatre, and V&A East, with the BBC Music Studios to follow.
• The Royal Docks take in more than 1,200 acres of land and 250 acres of water, with ExCeL London, London City Airport and the Royal Docks Enterprise Zone. Elizabeth line trains stop at Custom House, and a Royal Docks team set up by the Mayor of London and the Mayor of Newham guides the area’s regeneration.
• East Ham is the borough’s Major town centre, and Green Street, Forest Gate, Canning Town and East Beckton are district centres. The London Plan marks Gallions Reach as a future Major centre.
• Industrial land sits on six Strategic Industrial Locations: Beckton Riverside, the London Industrial Park, Thameside East, Thameside West, the British Gas site at Cody Road, and Fish Island and Marshgate Lane, which Newham shares with Tower Hamlets.
• Newham Hospital is on Glen Road in Plaistow.

What needs guarding in Newham?

Events and venues. Crowds come to the Olympic Park for football, athletics and other events, and to ExCeL for exhibitions and conferences. Door supervision at a licensed event needs an SIA door supervisor licence, so we’ll match each role to the right one.

Building sites. The London Plan sees Beckton Riverside as a site for waterside homes, helped by decommissioning its gasholders and a new DLR station, and Silvertown has a large mixed-use redevelopment under way. Canning Town, West Ham and Thameside West are also identified for mixed-use development. Officers can control each site’s gate by day and guard plant and materials at night, as set out on our construction site security page, and traffic marshals can keep deliveries moving safely in and out.

Industrial yards and wharves. The London Plan identifies scope to consolidate industrial land in the Thames Gateway, particularly in Newham and Barking and Dagenham, and to intensify industrial use in the Royal Docks. What should event organisers and developers in Newham know?

• Planning powers are back with the council. Since 1 December 2024, Newham Council has decided all planning applications and related consents in the part of the borough that the London Legacy Development Corporation used to cover. The LLDC Local Plan still applies there until the new Newham Local Plan, which an inspector found sound in August 2026, is adopted. If a construction management plan agreed with the LLDC needs changing, it’s now the council you agree it with.
• The Blackwall and Silvertown tunnels are charged. The Silvertown Tunnel, which opened on 7 April 2025, links Silvertown with Greenwich Peninsula and has a lane for buses and HGVs. User charges apply to it and to the Blackwall Tunnel, so build them into delivery and logistics costs for Royal Docks sites.
• Plan around event days. Check the calendars for London Stadium and ExCeL when you plan deliveries, crane lifts or shift changes nearby, and add cover at your gate if crowds will pass it.
